ganz kompakt geht es aber auch so (RandomChoice ist nicht ganz das, was
gewünscht ist...). 

c1 = Total [  RandomSample [ If [ # < .08, 0, 1] & /@ RandomReal [ {0, 1},
80], 13 ] ]
